- Handling of scheduled flights after hours of operation:-
The provision of an ATC and associated airport services after the published hours of operation, of the aforementioned services, will be left to the discretion of the relevant service providers when the aircraft is delayed beyond the control of the pilot in command or the operator. However this will not negate the pilot in command or the operator from complying with any requirements as laid down in the Air Navigation Regulations. For any delayed flight, where the delay exceeds 30 minutes into non-operational hours, special arrangements need to be made with the Airport Authority, who will charge a standard after hours rate.

FAPE AD 2.6  FAPE AD 2.6 RESCUE AND FIRE FIGHTING SERVICES

Four shifts (6 MIN, 6 Aerodrome Rescue and Fire Fighters plus 1 Officer per shift) covering AD operational hours.
1 watchroom operator will be available per shift.
DLY BTN 2000-0400: Reduced fire fighting and rescue SER staff numbers. 4 x fire fighters, 1 control room OPR and 1 officer in charge.

Memorandum of understandings - MOU has been concluded with the NMB Fire who will provide assistance during all aircraft emergencies, Hazmat incidents, and will supply equipment and facilities for a decontamination area. This MOU includes the entire disaster management (all services). Mountain club assistance, NSRI, SAPS and SANDF/SAAF are included in the disaster management agreement.

FAPE AD 2.9  FAPE AD 2.9 SURFACE MOVEMENT GUIDANCE AND CONTROL SYSTEM AND MARKINGS

1 Use of aircraft stand ID signs, TWY guide lines and visual docking / parking guidance system of aircraft stands. a. Allocation of parking bays: Pilot contacts the Apron control office, call sign AO on the FREQ 122.65 MHz, while still on taxiway A or enroute to FAPE. Follow guide lines from TWY centre line into allocated parking bay. Stand ID number painted on surface. Marshalling guidance at aircraft stands.
b. On pushback an engineer escorts departing aircraft from apron. Aircraft contacts ATC on FREQ 118.10 MHz for pushback, start and taxi clearance.
c. Schedule passenger aircraft are to park nose in on the Apron.
d. Pushback on departure, except where power-out procedures have been approved by AD. Marshallers are to be attendance during power outs.

FAPE AD 2.20  FAPE AD 2.20 LOCAL AERODROME REGULATIONS

1. Call-out procedure for across border flight clearance (International Flights)
a. Arriving International Flights
--The pilot in charge of an arriving international flight must ensure that customs and excise, Immigrations, border police and the department of health, department of agriculture as well as the Airport Manager, are informed of the flight, at least one (1) hour before landing, see landing details FAPE AD 2.2.
The following INFO must have been provided to the relevant authorities.
- ACFT Registration;
- Pilot name;
- Point of origin;
- Landing clearance reference number or FOP where required,
- Number of people on board;
- Time of arrival
--After arrival, taxi clearance will be given to the pilot to taxi to an allocated parking bay on the main apron, in front of the terminal building. No international flights are to park at any other location than on the main apron bays 1-5.
--Representatives from the relevant authorities will meet the aircraft, on arrival, at the allocated parking bay.
--Neither the pilot, nor any of the passengers or cargo, may leave the aircraft prior to all the relevant authorities present.
--The pilot to ensure that closed doors and windows of international flights from South America, Africa and Asia remain closed until arrival of department of health.
--Pilots are requested to familiarise themselves with the PROC REF to ABV, Failure to comply with ABV PROC will result in the pilot and PAX having to remain on board the ACFT until the government organisations ARR.
--International galley waste must be handled by a ground handling company. If no arrangements in place no waste to leave the aircraft, waste to remain on the aircraft for return flight.
b. Departing international flights
--All international flights departing from Port Elizabeth airport will do so from the main apron, and only after such flight has been cleared by all the relevant clearing authorities.
--The pilot in charge of a departing international flight must ensure that his ACFT is cleared, and parked on an allocated bay on the main apron prior to the arrival of any of the clearing authorities.
--The pilot in charge of a departing international flight must ensure that the clearing authorities, as well as the Airport Manager, have been informed of the planned flight at least one and a half hours prior to the planned time of departure.
--The following information must have been provided to the relevant authorities:-
- ACFT Registration;
- Pilot name;
- Point of destination;
- Number of people on board;
- Cargo shipped
- Time of Departure (ETD)
--Representatives of the relevant authorities will meet the pilot or the charter company in the departure hall of the terminal at least forty-five (45) minutes prior to the ETD, in order to process clearance.
--No international flight is to depart prior to clearance having been given by all the relevant authorities.

FAPE AD 2.21  FAPE AD 2.21 NOISE ABATEMENT PROCEDURES

1. Incorporated in the Port Elizabeth Standard Instrument Departures.

FAPE AD 2.22  FAPE AD 2.22 FLIGHT PROCEDURES

1. Low visibility procedures implemented.
2. Traffic under radar control being vectored for an ILS approach RWY 08 can expect to leave 3000FT on the glide slope due to limited radar coverage to the west of VOR PEV.

HELICOPTER PROCEDURES
Inbound flights
1. All helicopters to avoid overflying any buildings (incl. the terminal, tower), the Shell fuel depot and the General Aviation Area at all times.
2. All helicopters routing into Port Elizabeth International Airport, whether landing at the General Aviation Area or Main Apron, must route inbound via the grass centre block, north of runway 08/26, in line with the RWY08 Glide path hut.
3. Helicopters wishing to park on the Main Apron must liaise their parking bay with Apron Office on frequency122,65 MHz, and report the bay to tower timeously for inbound routing.
4. Helicopters wishing to land in the General Aviation Area must route via the grass centre block, north of runway 08/26 at all times to Taxiway A3, where they must enter and touch down to terminate the flight at the holding point and request that the gates be opened by Apron Office on frequency 122,65 MHz. They must then obtain clearance from Tower on frequency 118,1MHz to cross Taxiway A.
5. Once this clearance has been given, they must then air taxi (not above 15 feet above the ground), to taxi through the gates.
6. They must follow the centerline markings on Charlie taxiway inside the GA to the heli parking where they must land in a easterly/westerly direction.
7. After landing the helicopter must be towed to its parking spot to make room for the next helicopter to land.
8. All fixed wing aircraft shall hold at the holding points on Taxiway Charlie whilst helicopters hover taxi to the heli parking.

Outbound flights
1. All helicopters to avoid overflying any buildings (incl. the terminal, tower), the Shell fuel depot and the General aviation area at all times.
2. All helicopters in the General aviation area wishing to start must be towed to and on the helipad, request to do so on frequency 122,1 MHz, and when ready contact Apron Office on frequency 122,65 MHz to open the gate, there after contact TWR on frequency 118,1 MHz to lift.
3. Once they have been given lift, helicopters must air taxi (not above 15 feet) via the center line markings on Charlie taxiway to the gate.
4. All fixed wing aircraft shall hold at the holding points on Taxiway C whilst helicopters hover taxi from the heli parking.
5. Once the gate is open, helicopters must air taxi through the gate to Taxiway A3 - keeping a look out for other taxiing aircraft. From there, helicopters must route as per Tower instructions via the grass centre block north of runway 08/26.
6. The emergency EMS helicopter, as well as helicopters involved in Netstar tracking operations will be exempt from departing from the heli parking when they are called out. These pilots are to ensure safety around their aircraft before starting and lifting.
7. Fixed wing procedure in GA. All fixed wing aircrafts shall hold at designated holding points on Charlie taxi way, and GA taxi lanes whilst helicopters air taxi to and from the heli parking.

FAPE AD 2.23  FAPE AD 2.23 ADDITIONAL INFORMATION

1. VFR TFC routing along the coastline BTN Port Elizabeth and Progress Airfield / Maitland River Mouth should EXER CTN for TFC operating in Seaview Airfield. The Seaview (Private) Airfield is situated WI the Port Elizabeth CTR: (340005S 0252111E).
The circuit ALT is 1000FT and the circuit pattern is to the South.
2. Hazard: Bird activity on AD.
3. Warning: Cape Receife Rifle Range 3.5 NM SSE of AD.

5. No Microlight operations permitted at FAPE.
